Introduction
Powys County Council had a requirement to publish all their content in Welsh as well as English. TYPO3 is an internationally used CMS - publishing to multiple languages is one of its core features. Powys wanted to use TYPO3, but wanted to build in-house rather than out-sourcing the development.

A particular requirement was to ensure that everything published in Welsh was up-to-date with the English version. 3rd Eye Vision used their TYPO3 expertise to help Powys, who had in-house programming expertise, to build a TYPO3-based system to keep the languages synchronised.

The Requirements
Powys has an in-house who were already proficient in development, and so our efforts concentrated on determining how they could meet their requirements.

In order to build up their TYPO3 expertise, they needed training to cover the full range of TYPO3 skills: basic content editing, administration and development.

Powys's need to manage English and Welsh content and ensure that each version was up-to-date meant that they also needed consultancy in how they could achieve this. Because of their particular language requirement, they also needed assistance in building a TYPO3 extension (plug-in).

The solution
3ev provided full training to cover TYPO3 content editing, user management, templating and administration. 3ev's standard training packages provided all that Powys required to give themselves full control of their TYPO3 website. Further training was given in advanced TYPO3 development, in which 3ev is internationally active. Sychronising the English and Welsh content required that Powys to build a custom interface into TYPO3 and to alter certain parts of the way that the system behaves. 3ev were able to identify the best way of integrating this interface with TYPO3 and building it using existing components of the system.
